Smart Start uses funding from the Kansas Children’s Cabinet, local sales tax dollars and the Salina Regional Health Foundation to:
- Provide college scholarships to child care providers that want to enroll in early childhood education college classes through the TEACH program.
- Decrease the turnover rate in the child care field by supplementing the wages of child care providers by about $2.00 per hour through the WAGE$ program.
- Help child care centers become nationally- accredited.
- Pay for a Mental Health Consultant to work with children, parents, and child care providers to reduce difficult behaviors in the classrooms.
- Assist parents of special needs children in accessing quality early care.

More than one-third of our nation’s children arrive at school without the social and cognitive skills they need to fully learn and participate – they are not ready to learn. These deficiencies can have long–term effects on children’s success in school and later in life.
Why Early Childhood Matters By age 3, a child’s brain has reached about 90% of it’s full development. As a result, children’s earliest experiences have a profound impact on the way their brains organize and develop, and can affect their ability to learn and succeed in school and later in life. Children who have secure and loving relationships with parents and caregivers, along with nurturing developmental experiences, are more likely to do better in school and later contribute to society.
